چکیده
Watershed protection may be a fine idea, but how much does it cost? How does it change the bottom line for the region, the development community, landowners and residents alike? This question is increasingly being posed to those advocating better watershed protection. In this article, we review economic research on the costs and benefits of employing watershed management tools and tally the score for the region, the municipality, the developer and the property owner.

Management Areas and Fixed Costs in the Economics of Water Quality Trading
Hung and Shaw’s (2005) trading-ratio system is modified to accommodate a management area approach wherein emissions sources are organized by impacts on identified “hot spots” and trading accounts for fixed as well as variable costs. An empirical example of phosphorus trading in a watershed with 22 potential traders demonstrates that marginal cost trading using a trading-ratio system yield nomin...

In recent years a large literature on “reserve site selection” has developed at the interface between operations research, ecology, and environmental economics. Reserve site selection models use numerical optimization techniques from operations research to select sites for a network of nature reserves for protecting biodiversity. Most reserve site selection applications have focused on protecti...

The Soil and Water Assessment Tool (SWAT) model is a continuation of nearly 30 years of modeling efforts conducted by the USDA Agricultural Research Service (ARS). SWAT has gained international acceptance as a robust interdisciplinary watershed modeling tool as evidenced by international SWAT conferences, hundreds of SWAT-related papers presented at numerous other scientific meetings, and dozen...
متن کاملReduction of Point Source Pollutant Load: An Allocation Model for the Watershed TMDL Program
An allocation scheme of water pollutant reduction is the key procedure to implement a watershed total maximum daily load (TMDL) program. In order to improve the equity for the allocation scheme of water pollutant load reduction, five indexes involved in allocation processes were selected from fields associated with society, environment, economics, and resources. The weights of these indexes wer...
